Why does Gov Walker need to sell the Utility companys in no-bid contracts and change Medicaid eligibility,?

I read the bill and it seams to just amend a bill that ped in january what is that about. To answer your question selling the power plants will be Koch bros pay off. Medicaid just cheap.
