What is wrong with the WFC on Mario Cart Wii?

I cannot connect to the WFC on the Mario cart wii game. Every time I try, I get timed out with an error code, usually 61070. But I know I have internet connection, because I can connect to other ares (ex the shop channel). Does anybody know why it doesn't work?
